Great question! Experience in managing projects helps to understand where the best use of the money is, and it usually depends on how mature the project is. Like there is no point in putting money into marketing something if you haven’t tested it yet. I always make out a work plan, see what has to be done and then try to figure out how much each bit will cost. There is always some compromise or negotiation before the final plan is decided on.
