The reason we think we can’t understand babies is because they haven’t learned how to think like we do, as in outside of basic instinct such as hungry, happy, cold, warm etc. We think that dogs are similar in that they experience emotions but in a different way to us, in that we can say to ourselves, I feel sad, dogs simply are sad.
So the short answer is, not for a very long time, as we would need much more information about how brains work in general.
