A single snowflake is made entirely of water (aside from a small speck of dust that started its formation). However, when snow falls it tends not to compact (there is some air/space between all the snowflakes). This is why when we walk through snow it can push down (compress) easily. When snow melts, there is usually a 10:1 ratio of snow volume to water volume. For example if a bucket held 1 litre of snow, when it melted there would be 100 ml (1/10 litre) of water in the bucket.
